    Tragedy strikes local family    Two four year olds die in mobile home fire     Hayden Oseguera Pantian    Tragedy struck a local family over the week   end when two four year olds were killed in a  mobile home fire    Juan Oseguera and his family celebrated a  birthday on Saturday afternoon at their home on  Short Street in Russell Springs  Hector Curry  4   stayed after the party and was playing in the rear  bedroom of the mobile home with Oseguera s  four year old son Hayden Oseguera Paxtian  when the fire occurred    A fuse box in the room where Hayden and  Hector were playing apparently caught fire just  after 9 p m  Family and friends were unable to  enter the room were Hayden and Hector were  located    The Osequera family  neighbors  firefighters   police officers and sheriff deputies tried getting  into the room but were too late    Hayden and Hector both died due to smoke  inhalation  according to a preliminary autopsy  report  The cause of the fire was reported as  electrical    Hayden was the son of Juan Matias Oseguera   Mandujano and Maria C  Paxtian Fiscal of Rus   sell Springs      Hector was so  energetic  always  had a smile on  his face       Instructional Assistant BJ Kinnett   Hector was the son of Randy Curry and Rosa  Lopez  of Columbia    Curry was a preschool student at Adair County  Elementary School and had only recently begun  the least  2014    County Clerk Sheila Blair finished certifying the pe   tition Tuesday afternoon  reporting that 780 signatures  were accepted  Petitioners needed 755 qualified signa   tures to stop the proposed tax until it can be put on the  ballot for voters to decide whether it should be ap   proved     See Hospital tax  page 8    Court sets tax rate   approves others   The fiscal court has approved a tax rate to generate  the same revenue as last year  While the court had the  option to increase the rate by 4 percent without a re   call  members made a commitment to operate at the Caleb Capps  18  of Edmonton  was killed in a car  accident last week in Knifley    Capps had only been at Lindsey for a short time  but he had already made a big impression    Caleb s resident assistant Charlie Gibson said  while Capps was a very outgoing student  the qual   ities that stuck out the most was his honesty and  respect     One night  he broke curfew    Gibson said   As  his RA  I had to say something to him about it  but  before I had a chance to  he came up to me and  said  T m sorry  I know what I did was wrong  and  I m here to accept my punishment   That really sur in  Knifley     EMS director honored at retirement reception    Terry Akin is known for encouraging peo   ple to leave a place better than it was when  they got there    He has achieved that and more as direc   tor of the Adair County Ambulance Service    Akin just retired after 37 years at Adair  County EMS  His family  co workers and  friends joined together Sunday to honor  him and have a few laughs at his expense  during a retirement reception    Co workers expressed their respect for  the leadership Akin has provided as man   ager of the ambulance service for the past  15 years  Office manager Valeria Bault said  Akin allowed employees to put family first  but also ran a tight ship    Calling him  conservative    Bault remi   nisced about Akin s fiscal restraint  He  keeps the temperature in the bay where am   bulances are parked at 55 degrees during   See EMS  page 2     The drive into the EMS building is now known as  Terry s Way    in honor  of retiring EMS director Terry Akin  Akin  right   was presented the road  sign by the new EMS assistant director  David Taylor     Animal shelter will require spay  neutering before adoption    Anyone wishing to adopt a pet from  the local animal shelter will soon be re   quired to have the animal spayed or  neutered before taking it home    The fiscal court voted Tuesday night  to establish the new policy at the re   quest of the Green River Animal Wel   fare League    The court originally heard the re   quest last month but tabled any deci   sion until local veterinarians could be  polled to see what they would charge  for spay and neutering services  Three  veterinarians responded and magis     trates were given their offers without  the name of the animal clinic being  identified    Magistrates vote to tentatively accept  an offer that included  62 to spay or   45 to neuter a dog and  45 to spay or   25 to neuter a cat    The court discussed a request to dis   count its current adoption fee but  noted that the county is already con   tributing money to operate the shelter    The adoption fees are currently  50  for dogs and  30 for cats  That fee will  be added to the spay and neuter fees     which means a female dog will cost   112 to adopt  a male dog will cost  95   a female cat will cost  75 and a male  cat will cost  55 to adopt    The county will now finalize an  agreement with the veterinarian and  County Judge Executive Ann Melton  said the new policy would take place  sometime after Oct  15    Shelter manager Sandy Ford voiced  concern that adoptions numbers would  drop if ready  for some fun    Kinnett said    His smile was amazing      Harmon said parents  could contact the school if  they would like the staff to  talk with a student     The death of a student is  never easy and it is espe   cially hard on the class   mates and peers    Harmon  said in a letter to parents    We will do anything in our  power to help students  grieve and help them  through this difficult time   Hector will be missed  dearly and will always hold    a special place in our  hearts      Funeral services were  held yesterday for both  Hayden and Hector at the  high school gymnasium   School was also dismissed  for the day in honor of both  children     Any time we lose a stu   dent  it is always a very  emotional time for students  and faculty    said Superin   tendent  City approves tax hike    The city of Columbia has  approved a 4 percent tax in   crease    One public hearing and  two special called meetings  were held as part of the  process to approve the new  rate    No comments were pre   sented from the public dur   ing the hearing  On  Tuesday  the council held its  final special called meeting  and unanimously approved  the new rate  Council mem    Court okays    ber Tony Grider was not  present for the meeting    The increase is the highest  a local government entity  can propose without being  subject to a recall    The 2011 tax rate was   2542  25 42 cents per  100  assessment   which pro   duced revenue of  439 659   The new rate for 2012 is   2625  which will produce  revenue of  453 718    Revenue from new prop   erty and personal  In July  the shelter took in  129 cats and dogs  Nine  were adopted and 11 res   cued  with 122 being euth   anized    NO ACTION TAKEN   ON COURTHOUSE  SIXES   Pastor Troy Strange re   turned for the second time  in two months to the fiscal  court meeting to see if  wrought iron on top of the  courthouse could be re   moved    The railing has long been  the topic of conversation  because it appears to be  what some people believe  are three subsequent sixes  on each side of the court   house  a number that rep   resents evil    Strange said God has  placed it on his heart to get  the railing removed     You can t prove it s not  sixes and I can t prove they  are    he said    Members of a local her   itage association warn that  changes can t take place to  the historic courthouse  without approval from the  Historic Registry  where  the building is listed    Several magistrates  stated they do not believe    the railing looks like sixes   Judge Melton agreed but  said she if the majority of  the people in the county  are offended by the  wrought iron the court  should consider its op   tions  She encouraged peo   ple to let their magistrates  know how they feel about  the issue    Melton also plans to talk  with officials with the His   toric Registry to see if the  railing could be changed  If  changes are made to the  courthouse without prior  approval the county could  be required to refund a  previous grant used to  make improvements to the  courthouse    COURT REFUSES   BUDGET CHANGE  FOR COUNTY CLERK   County Clerk Sheila Blair  asked the court to approve  budget transfers that  would allow her to increase  funds for part time help    Blair asked to move the  funds from areas within  her own budget  such as  travel expense  but magis   trates voted five to two  against the proposal    Blair was asked several  questions about her part   time workers and over   time  and how her staff  funds are determined   Blair was asking for  enough funds to use each  of her three part time em     ployees one day a week  In  addition  she said she was  over budget for part time  help for  1940 through Au   gust    The court voted against  the motion to transfer the  requested funds  Magis   trates Daryl Flatt  Billy Cof   fey  Joe Rogers  Billy Rowe  and Harold Burton voted  no  Sammy Baker and  Perry Reeder voted yes    The court then approved  a motion to allow Blair to  transfer enough to cover  the part time already spent   The  1940 will be moved  from travel expenses into  salaries    Also during Tuesday  night s court meeting   magistrates voted to move  Charlie Crawhorn to direc   tor at parks and recreation  and to hire Ricky Roy part  time at  8 an hour    Judge Melton told mag   istrates that land from  Lynn McLean that had  been deeded to the state for  a right of way then to the  county had been deeded  incorrectly and the state  had ended up with more  property than it was sup   posed to  The court voted  to deed    CIRCUIT JUDGE     1   l   9    b    To the voters of Adair County    As election time draws near  I wanted to take the opportunity to introduce  myself and my family to all of you  I am a candidate for Circuit Judge in  Adair and Casey counties  which is on the ballot this November    I am an Adair County native  and a graduate of Adair County High  School and Lindsey Wilson College  Upon graduation from law school  I  returned home to Adair County to work and raise my family  Being raised  on a farm in Glensfork myself  I knew that I wanted my children to grow up  in a similar environment  enjoying life in the country and growing up in a  small town    Patrick and I have been married for 17 years  and we have been blessed  with three daughters  Courtney is 9 years old and is in the fourth grade at  John Adair Intermediate School  Kaylee is 4 years old and is in preschool at  Colonel William Casey Elementary  Chloe has just celebrated her second  birthday    Patrick and I are active members of the Glensfork United Methodist  Church    Upon graduation from law school  I fortunately had the opportunity to  work as a law clerk with our late Circuit Judge  James G  Weddle  Through  this experience  I learned about the legal system from a judge s perspective   taking note of the fact that each case is unique and deserving of the court s  time    I next worked as the Assistant Commonwealth s Attorney for Adair and  Casey Counties  prosecuting felony cases and presenting cases to the grand  jury  I quickly learned the nobility of a prosecutor s position  through  seeking justice for victims of crime and helping to keep our community safe    After four years at the Commonwealth s Attorney s office  I decided to go  into private practice  and I am now in my seventh year of doing that   During this time  I have handled many different types of cases  including  divorce  custody  criminal defense  civil litigation  bankruptcy  debt  collection  personal injury  and land disputes  I have also spent a countless  number of hours serving as an advocate for children in neglect and abuse  cases in our court system    As the November election approaches  I will be meeting with many of you  to personally ask for your vote  However  with two counties to cover  it will  not be possible for me to see everyone  When you go vote  I am asking you munity  Together we mourn  the loss of a young college  freshman and two four year   old boys    Life was cut short for 18   year old Caleb Capps  a fresh   man at Lindsey Wilson College    last week when he suffered  fatal injuries in an automobile  accident    Over the weekend  Hector  Aaron Curry  a pre school stu   dent at Adair County Elemen   tary School  and Hayden Aaron  Oseguera Paxtian  both only  four years old  died in a mobile    home fire in Russell Springs    Tragedies like these affect a  whole community  but for the  most part we can only imagine  the pain the families must feel   Our prayers go out to those  families and close friends as  they suffer the loss of these  young lives        One Voice    Sharon Burton    Terry Akin sets high standard    A wonderful reception was  held Sunday for Terry Akin   who retired after 37 years of  service at the ambulance dis   trict    Akin s co workers voiced  their respect for him and took  the opportunity to show the  humor that comes with such a  stressful job    Akin took some jabs about his  love for the Andy Griffith show  and a few phrases he is known  to say    For instance  if Akin thinks he  needs to drive home a point  he  will say in a slow  drawn out  way   helllloooooo  ding  ding      That means   think before  you do something    Akin  pointed out at the reception    Another famous Terry Akin  quote is   What I m trying to say  is      then he says what he is try   ing to say  or at least he tries to    While co workers and friends  had some fun at Terry s ex   pense  they also recognized  something the whole commu   nity should recognize  Office  manager Valeria Bault called it    Akin s  conservative   nature  I  think it would be more appro   priate to call him a tightwad    And I consider that a huge  compliment    Akin has been tight with the  public s money  and that s a  standard I d love to see more  often in public service  As the  economy has slowed and tax  dollars are harder to come by   everyone in government is  tightening the belt  The ambu   lance service belt was never  loose  at least not under the  watchful eye of Terry Akin    In fact  the only criticism I ve  heard about the ambulance ser   vice s finances came because  they were continually having  more than  1 million in carry   over revenue from year to year    Funny how that turned out to  be a good thing when the econ   omy went sour    There is absolutely nothing  wrong with being a penny  pincher unless you are sacrific   ing quality at the same time   Obviously that has never been  the case at EMS  Our ambu     lance service is something to be  proud of  providing advanced  life support through teams of  professional paramedics and  EMTs    Richard Walker quipped re   cently at a meeting about the  hospital that he recalls estab   lishing the ambulance service  as a taxing district while he was  county judge  Walker said he  was not apologizing for that de   cision  and rightly so    There s a reason he can still  be proud of that choice  and it  has a whole lot to do with the  management of Terry Akin  It s  easy to be proud of a taxing dis   trict that has been operated  properly  Our ambulance serv   ice has been able to save lives  and do its job with a responsible  budget    In his honor  well  what I m  trying to say is    Akin has set a  standard for Gerard Smith against Breckinridge s offense  Grant score two touchdowns during  the game     The Adair County  Indians football team has  been rolling on both offense  and defense of late  With a  49 0 win over Breckinridge  County last week  Adair has  scored 48 or more points  and their varsity defense  has not allowed a single  score in the last three  games    Offensive coordinator  James Bryant said Adair s  offensive line improving     Our line has been get   ting to our assignments a  lot better as far as getting to  the blocks and sustaining  them    Bryant said   We re  not perfect at what we do   but we are getting better  At  the beginning of the year   we weren t too bad at get   ting to blocks  but we    weren t sustaining them   That type of improvement  on our o line has been a big  part of our offensive pro   duction      Against Breckinridge   Adair s offense was led by  junior quarterback Jake  Hixson and senior running  back Derek Grant  Grant  rushed for 130 yards and  two touchdowns on 10  attempts and also recorded  two receptions for 35 yards  and a touchdown    On his end  Hixson com   pleted 80 percent of his  passes for 69 yards and a  touchdown Lincoln  Homestead State Park in Springfield   Green County took first place after  coming off of the Class A state champi   onship on the same course over the  weekend  They defeated Taylor County  after using the 5th golfers  score to  break a tie  Individual honors went to  Ellen Kehoe of Taylor County shooting  a 3 under 69    Adair County s Ashley Goodin  placed fourth overall with a score nounced that Adair County  has been certified as a   Work Ready Community  in Progress      The new Work Ready  Communities Certification  program is set up through  the Kentucky Workforce In   vestment Board and the  Kentucky Education and  Workforce Development  Cabinet    School Superintendent  and chairman of the Work  Ready Community commit   tee Alan Reed said the certi   fication proves that a  county can produce workers  who possess the skills that  will enable employers to be  successful if they were to lo   cate here     It is an economic devel   opment concept    Reed Columbia  Saturday      Five injured in  accident on Hwy  55    Five people were sent to the hos   pital after a three vehicle wreck  Saturday on Campbellsville Street    Rodolfo Escobar  50  of Columbia   was traveling north in a 1989 Ford  Ranger when he apparently came  upon a stopped vehicle and was  unable to stop  Escobar s vehicle  struck a 2003 Kia Rio driven by  Benjamin Kaylar  44  of Columbia    Kaylar s vehicle was then forced  into a 2008 Nissan Altima driven by  Sonia Helm  36  of Columbia  who    was waiting to turn left into Gate at  1125 Campbellsville Rd    Escobar  Kaylar  Helm  a passen   ger in the Kaylar vehicle and a pas   senger in the Helm vehicle were all  transported to Westlake Regional  Hospital by Adair EMS  A wet road   way was considered a factor in the  accident    The accident occurred around 11  a m  and was investigated by  Columbia Police Officer Drew Conn     Keeping dairy rations balanced will be a challenge     Nick Roy   Adair County Extension  Agent for Agriculture and  Natural Resources    Most years  when a dairy  producer has their ration  balanced for the new corn  silage crop  very few and  minor adjustments are    then made throughout the  winter to ensure the proper  nutrient levels are being  provided to meet produc   tion goals    Normally the most often  tweak that must be made is  due to variations of dry  matter percentage of the  different fields harvested    This year s silage crop  brought mixed results   early planted corn that  developed very poor and in  some case no ears while  later planted corn devel   oped good ears with short  stalks  This has translated  into local corn silage sam   ple testing from 6 percent    to 12 percent crude protein  and net energy lactation  levels ranging from  49 to   75 Mcal Lb    The best strategy to deal  with this year s corn silage  will be to test and test  often  As different fields  are fed and in some cases  different parts of the field  are fed  nutrient levels pro   vided will be variable    Keep a close eye for key  indicators that the corn  silage quality may be  changing  A reduction or  increase in MUN  milk urea  nitrogen  levels indicate  either a change in protein  levels or energy levels     Reduced intakes will gener   ally be a result of feeding  dryer corn silage or an  increase in fiber levels   Increased intakes will be  seen when the corn silage  becomes higher in moisture  or fiber levels drop  Take  note of any of the occur   rences and communicate  them to your nutritionist    Free forage testing and  ration balancing the  doctor said as he went  over my test results     That s awesome    I  exclaimed  puffing out my  chest    Doc Albert chuckled  before she spoke    Actually Woody  it s not  like exams in school  where higher numbers  mean better grades  With  medical exams  higher  numbers aren t usually a  good thing       I don t understand    I  said  looking back and  forth from my parents to  the doctor     Well  your blood sugar   your cholesterol and your  weight are all higher than  they were last year  Those  three things tell me you  aren t eating right or exer   cising enough  And for  you to be healthy  that has  to change      I felt a tear come to my  eye  but I didn t want to  cry in front of my parents   my sister or the vet  so I  played it cool     I must have allergies  too    I said  wiping my  eyes and drying my snif   fles     It s not the end of the  world  and you re certain   ly not in trouble  Woody     Doc Albert assured me    It is a wake up call  It s  your body telling you to    treat it better       What did you score on  your tests  Chloe    I asked  my sister    Doc Albert answered for  her   Though Chloe hasn t  gained any weight  her  cholesterol and her blood  sugar were also a tiny bit  higher than last year       What is co  co       Cholesterol    Doc  Albert said  trying to help  Chloe pronounce the diffi   cult word     Yes  cholesterol     Chloe repeated   What is  it      I was wondering about  that  too  so I was happy  my sister had asked     Cholesterol is a waxy   fatlike substance made in  the liver and other cells   and found in foods like  eggs and meat    Doc  Albert explained   Our  body needs cholesterol to  work properly  but if we  get too much cholesterol  it can clog up our arteries  and make it harder for our  heart to adults about keeping a  positive attitude  being  respectful and working  hard to achieve their  goals      I work hard and I need  my strength to keep  going  I need food to run  just like a car needs gaso   line to run    I said  proud  of my point  hoping it did   n t come off as disrespect   ful     That s a great point     Doc Albert said   But  would you fill your car up  with apple juice or  water       Of course not    I  answered as we all  laughed   It wouldn t run   silly       Well  the food you are  putting in your body is  just like filling your car up  with apple juice  It might  fill the tank  but you won t  go anywhere    Doc    explained    As valid as I thought my  argument was  Doc Albert  made a much stronger  point     Sit tight while I get  your prescriptions ready   pups    Doc ordered as she  left the exam room  I  hoped the medicine was   n t some nasty  smelly  stuff that made me hold  my nose so I could swal   low it    Doc Albert returned  carrying a large brown  cardboard box  securely  taped  that was bigger  than Chloe and me   Here  you go  pups    Doc said as  she handed the box to  Dad  The top of the box  read  Rx for Woody and    Chloe  Take as directed       What does Rx mean    I  asked  trying to pro   nounce the word that did   n t have a vowel in the  middle of it     Rx is an abbreviation  for medical prescription     Mom explained   And you  know what a prescription  is  It s a recipe for getting  well      I didn t know what was  in the box  but one thing  was for sure  It was the  biggest recipe I had ever  seen    LUVC freshman killed in car accident in Knifley    Continued from front page   wants to admit they did  something wrong  but he  had that stature where he  came forward about it  It  made me really respect  him      One of Gibson s responsi   bilities as RA was to break  the news to the rest of the  residence hall  Gibson  called the task one of the  hardest things he s ever had  to do     When you become an  RA  you never think about  having to tell your hall  something like that    Gib   son said   You never want to  be that guy      One of Gibson s hall resi   dents that took the news es   pecially hard was Delaney  Sublett    Sublett had been good  friends with Caleb since  they were both kindergart   ners at South Green Ele   mentary School    One of Sublett s best  memories was when Caleb  came over to his house for  dinner for the first time     After dinner was over  he  went to the kitchen and  started cleaning up the  dishes  without anybody  even asking him to    Sublett  said   My mom thought that    was the most respectful  thing she had ever seen      Antonio Simmons  who  was riding in the car with  Caleb on that tragic night   only met him a few weeks  ago  but Caleb made a last   ing impression on him    It was his outgoing per   sonality that impressed him  the most     He was just funny  really  funny  and he had a really  good smile    Simmons said    If you didn t know Caleb at  the beginning of the day   you d know him by the  end      Caleb was also someone  that Simmons knew he  could count on  even if it  was just to hang out with  him for the day     We were together like  every day    Simmons said    We d play PS3  shoot ball   sit around and chill  or go  work out at the wellness  center  but the best thing  about Caleb was that he al   ways cared about other peo   ple before himself  Even if it  was his last dollar  he d  rather give it away then  spend it on himself      Caleb s death didn t just  impact those who knew  him  According to Student  Government Association  President Kendall Sewell      Caleb was only here at  Lindsey for three weeks  and  he left this big of an impres   sion here    We re really  going to miss him        LWC RA Charlie Gibson    this tragic event made the  campus  more aware of it   self       We sort of saw everyone  come together very quickly   very suddenly    Sewell said    The immense outpouring  of love and support that  we ve seen is incredible  A  lot of these people  includ   ing me  they didn t know  Caleb  but that doesn t mat   ter  The entire Lindsey Wil   son campus is just like a big   close knit family      Gibson has also been im   pressed with the support for  Caleb around campus  For  him  LWC has shown its  true colors     Caleb was only here at  Lindsey for three weeks   and he left this big of an im   pression here    Gibson said      The Sparky s Cru   sade Concert raised  more than  5 000 for  Crusade for Chil   dren  The concert  was held in honor of  fallen firefighter  Charles Sparks   Above  the Sparks  family enjoys visit   ing with other  guests  Right  Robin  Spoon holds up a  shirt designed for  the event           iit r     The annual Homeplace  Fall Heritage Festival  brought in a crowd de   spite the early morning  rain  Above  Joseph  Payne drove many of  the area children such  as Coy Price  5  around  in the  kiddie train    throughout the day   Right  the musical group   Foster Children   was  one of the many groups  that performed       It really goes to show  everyone  no matter who  you are  you are an impor   tant person  Think about it   Caleb was only here three  weeks  and this tragedy  rocked us all to our founda   tions  We re all really going  to miss him      While he knew Caleb  somewhat  Gibson s biggest  regret is not getting to know  Caleb better     You see an empty bed  in  Caleb s room   and there s    just something missing     Gibson said   I m just mad  at myself because I didn t  get to know him  really  It s  my job to get to know my  residents  and I didn t do  that well enough for Caleb      Capps was signed on to  play baseball for the  Raiders in the spring    THE ACCIDENT   The car accident occurred  at 10 08 p m  on Thursday  of last week  Capps was  traveling north on Hwy  551  in the Knifley community in  a 2004 Chevy truck  The  truck left the roadway   struck a guardrail and over   turned several times  Capps  was not wearing a seatbelt  and was ejected from the  vehicle  He was pronounced  dead at the scene by Adair  County Deputy Coroner  David Taylor    There were three passen   gers in the vehicle  Jessica  Mikel  18  of Louisville  was  flown from Westlake Re     gional Hospital to Univer   sity of Kentucky Hospital  and was released the follow   ing day  Jessica Burba  17   of Louisville  was flown  from the scene to University  of Louisville Hospital and  was listed in serious condi   tion late last week  Neither  girls were wearing their  seatbelts    Simmons  18  of Radcliff   was also in the vehicle  He  was wearing his seatbelt  and was not injured    Kentucky State Police re   ported that alcohol is be   lieved to be a contributing  factor to the accident     Whatever they read or  hear or say  he wasn t like  that  that wasn t him    Sub   lett said   He was such a  great role model  He was  courageous  he was brave   there are
